OVHcloud vs Scaleway — concrete answers.

OVHcloud or Scaleway: which is more sovereign?
Both are French and subject to French law — therefore protected from the US Cloud Act, unlike AWS/Azure/GCP hyperscalers. OVHcloud additionally offers SecNumCloud-certified offerings (HDS Hosted in France) and HDS for health data. Scaleway also has an HDS offering and invests heavily in sovereignty. For critical infrastructure operators or ultra-sensitive data, OVHcloud SecNumCloud remains the most recognised option.
Which is cheaper?
On pure compute (4 vCPU / 8 GB RAM instance), Scaleway is generally 15–30% cheaper than OVHcloud Public Cloud. But the gap reverses on bare metal (OVHcloud remains the cheapest on Advance / Rise / Scale dedicated servers) and on object storage (Scaleway cheaper for cold via Glacier-equivalent). Compare offer by offer on your real workload, not on list price.
Which offers more datacentres in France?
OVHcloud operates 14 datacentres in France (Roubaix, Strasbourg, Gravelines, Limoges, etc.). Scaleway operates 3 in the Paris region. For multi-region intra-France geographic resilience, OVHcloud has the edge. For Île-de-France latency, Scaleway fits perfectly.
What about support?
OVHcloud offers 4 tiers: Standard included, Premium (€1,600/month), Business (€4,000/month), Enterprise (quote with contractual SLAs). Scaleway has support included, plus Gold (€49/month/project) with 4-business-hour response. For strict SLAs of the critical 24/7 production kind, OVHcloud Enterprise remains more mature, but Scaleway is catching up fast.
Should you go to a US hyperscaler instead?
For 90% of SME workloads, no. AWS / Azure / GCP cost 30–50% more for equivalent load, expose your data to the Cloud Act, and create strong lock-in (proprietary managed services). OVHcloud / Scaleway cover 95% of use cases with clear legal sovereignty and controlled cost. You move to hyperscalers only when you need a very specific service (Vertex AI, managed Azure OpenAI, AWS Bedrock) that cannot be replicated.
